Smart Growth Operational Program
The Smart Growth Operational Programme is the largest programme in the European Union for research and development grants and innovation funding. Thanks to it, funding for joint research and development projects is available for scientists and entrepreneurs, where the results are then used in practical applications for the economy. “From an idea to industry” is the main premise of the programme. It means supporting innovation, from the development of innovative products, services, or technologies, through the preparation of prototypes/pilot lines, to their commercialization.
Increasing scientific and research potential
Research and development
Support includes research and development projects carried out by scientific and scientific-industrial consortia (always led by an academic institution). By involving companies in projects, support will be provided for the commercialization of research results. Support shall be directed to projects carried out as part of the smart specialization process at the national or regional level.
Development of modern research infrastructures in the science sector
Support is directed to selected projects of large strategic R&D infrastructure, of a national and international nature, located on the Polish Road Map of Research Infrastructure. The aim of the projects is also to create effective access to this infrastructure for businesses and other stakeholders.
Supporting international research agendas
The support includes International Research Agendas created in Poland in cooperation with renowned scientific centers from other countries. The aim of the International Research Agendas is to carry out high-quality research and development, conducted by teams of outstanding international and Polish scientists. Support should contribute to the creation of specialized, world-leading scientific units in Poland, applying best global practices in the field of:
Increasing the human resources capacity of the R&D sector
- R&D development in team projects led by eminent scholars from all over the world in scientific units or enterprises working in the most innovative areas, with the participation of a foreign partner;
- implementation of research projects in scientific units or enterprises in Poland, with particular regard to the return to the country of outstanding scientists of Polish origin or persons having a break from research work;
- the development of R&D personnel under the guidance of a researcher with outstanding experience in cooperation with the economy in team projects, involving students, doctoral candidates and young doctors, conducted in the field of technology development or the provision of research services to enterprises;
- development of skills in the management of research, cooperation with enterprises or on the latest scientific developments and commercialisation of the results of R&D work (within the framework of the aforementioned instruments and new instruments enhancing the competences of research staff and the degree of commercialisation of research and development results);
- conducting research projects by doctoral candidates (studying m.in. in the framework of international doctoral studies) or researchers undertaking trainees and research projects carried out under programmes for the financing of the first research teams by early-stage researchers;
- improving the skills of company staff by supporting their research projects and their traineeships in scientific units (related to research projects, including those commissioned by companies).

Intermediaries
The Managing Authority of the programme may delegate the performance of part of its tasks to the Intermediate Bodies. By appointing them, it transfers some of the tasks and is responsible for their implementation, but remains responsible for the whole programme.
In the case of an IR, the following shall act as an Intermediary Institution: National Centre for Research and Development (for axes 1 and 4), Polish Agency for Enterprise Development (for sub-2.3.1, 2.3.2, 2.3.3, 2.3.3, 3.2.1 and 3.3.3 AFTER IR) and Bank of the National Farm (for sub-action 3.2.2 AFTER IR).

Implementing Institutions
The Intermediary Institution may or may not be involved in the direct handling of the granting of support, contact with its beneficiaries or control of the implementation of projects. These functions can be passed on to the Implementing Institution. For example, entrepreneurship or regional development agencies can act as implementing institutions.
In the case of the PO IR, the Implementating Institution is the Information Processing Centre and the Foundation for Polish Science (Action 4.4).
