National Science Centre
It is an executive agency set up to support scientific activities in the field of basic research, i.e. experimental or theoretical work undertaken primarily to acquire new knowledge of the basis of phenomena and observable facts, without a focus on direct commercial application.
- Financing:
- basic research carried out in the form of research projects,
- doctoral scholarships and traineeships after obtaining a doctoral degree,
- research projects for experienced scientists aimed at implementing pioneering research important for the development of science,
- research not within the scope of research funded by the National Centre for Research and Development.
- Supervision of the implementation of the aforementioned scientific research.
- International cooperation in the financing of basic research activities.
- Disseminating information about the competitions announced by the Center in the scientific community.
- Inspiring and monitoring of funding for basic research from outside the state budget.
- Other tasks commissioned by the Minister of Science and Higher Education, including the development of research programmes important for the national culture.
NCN will support young researchers by allocating not less than 20% of the resources at its disposal to support the development of early researchers. Following a favourable opinion by the Minister of Science and Higher Education, the NCN may outsource its research support tasks to other scientific entities.
RULES FOR PREPARING PROPOSALS AND AGREEMENTS FOR PROJECT FINANCING FROM THE NATIONAL SCIENCE CENTRE AT THE WARSAW UNIVERISTY OF LIFE SCIENCES
The process of qualifications and evaluation of research projects approved by the Council of the National Science Centre is based on a division into 25 field panels (disciplines or groups of disciplines), thematically covering the entire field of research, in three main departments:
- HS – Humanities, Social sciences and the Arts
- ST – Science and Technology
- NZ – Life Sciences.

APPLICATIONS FOR PROJECT FUNDING
The preparation and submission of proposals for project funding from the National Science Centre shall be carried out in accordance with detailed guidelines for individual competitions in the ZSUN OSF (Integrated Science Services System) system

National Science Centre from the competitions announced on 15 December 2016 requires only the form of electronic submission of project funding applications.- Electronic version of the application to the National Science Center – MINIATURE COMPETITION:
- The Project Manager forwards to the BNiPK SPK (by e-mail, PLEASESEND REQUESTS FOR INSPECTION)an electronic version of the project funding application in the form of a pdf file for signature with a signature qualified by the Vice-Rector of the Project. Science.
- The signed application in the PAdES standard is forwarded by BNiPK SPK to the Project Manager (by e-mail) for submission to the National Science Centre in the ZSUN OSF system.
- Electronic version of the application to the National Science Centre – OTHER COMPETITIONS:

- The Project Manager generates and transmits to the BNiPK SPK a confirmation of the submission of an application in the NCN Competition by a person authorized to represent the entity where the research project is carried out in paper form for signature by the Vice-Rector of the Project. Science
- A scan of the signed Confirmation is sent to the Project Manager (by e-mail) for submission to the National Science Center in the ZSUN OSF system. The paper version remains in the BNiPK SPK.
- The paper version of the application.
While preparing the electronic version, the Project Manager also prepares a paper version of the application. The BNiPK SPK must be submitted:
- Application for project funding signed by the Project Manager, the Head of the Department and the Director of the Institute for the signature of the Vice-Rector of the Institute Science. During this time, the cost estimate of the project funding application should be approved by Ms. Kwestor.
- Confirmation of the Application for the NCN Competition by the Project Manager – does not apply to the MINIATURE competition.

The consortium agreement should include provisions specifying:
- parties to the agreement with an indication of the leader,
- subject matter of the contract,
- the duration of the contract covering the duration of the research project,
- an authorization for the person representing the leader to act on behalf of the entire entity submitted in the financial allocation procedure and the implementation of the research project,
- the leader’s commitment to provide the other parties to the contract with the information received from NCN,
- signatures of persons entitled to represent all entities within the composite entity.

- Electronic version of the application to the National Science Center – MINIATURE COMPETITION:
PROJECT FINANCING AGREEMENT
- Upon receipt of the decision to finance the project with NCN, the Project Manager generates the Agreement in the OSF system (2 ex.) and, with the annotation of the Legal Adviser, submits to the BNiPK SPK for signature the Vice-Rector of the Project. Science.
- At the same time, the Project Manager sends the BNiPK SPK an electronic version of the contract in the form of a pdf file (e-mail) signed with a qualified electronic signature in the PAdES standard, in order to obtain the signature of Ms. Kwestor and the Vice-Rector of the Project. Science.
The agreement containing the signatures of the Project Manager, Ms. Kwestor and the Vice-Rector of the Project Science is sent to:

CHANGES IN THE RESEARCH PROJECT
- Any changes made to the conditions of implementation of the project must be substantively justified, i.e. the conditions for the implementation of the project must be justified in substance. they must be directly related to the subject matter of the project being carried out and must be necessary to achieve the objectives of the project.
- Changes must not jeopardise the proper and full execution of the tasks planned in the draft, nor be contrary to the principle of economy.
- The project manager and the Entity shall inform NCN of any changes made to the annual report covering the year of the change and to the final report. The project manager is responsible for entering the change information into the report form.
- The project manager is obliged to keep the BNiPK SPK employee informed of any changes he/she has made. Requests for amendments with the consent of the Head of unit or the Director of the NCN shall be subject to the approval of the Vice-Rector of the Unit. responsible for the implementation of the project.
- Any changes made must comply with the provisions of the contract for the implementation and financing of a research project or scientific action.
o With the consent of the Vice-Rector of the Science – a letter on the changes to the project the Project Manager submits for approval the Vice-Rector of the Project. Science
o By way of an Annex to the Project Financing Agreement – The Project Manager prepares 4 copies of the Annex to the agreement, including one of the exes with the approval of the Legal Adviser together with a letter to the Director of the NCN and forwards to the BNiPK SPK. The SPK forwards the annex to the signature by the Vice-Rector of the Science.
- After obtaining all signatures, the BNiPK SPK forwards the documents to the Project Manager.
- The Project Manager sends 4 copies to NCN. Annex.
- The annex received, signed by the Ncn Director, is kept by the Project Manager
- A copy of the Annex remains in the BNiPK.
In line with the position of the Director of the NCN expressed in its letter of 6 February 2018. the merits of the changes made will be assessed by the NCN during the final settlement of the project or during the audit. Any financial consequences (ineligible costs) shall be borne by the Entity responsible for the implementation of the project.

REPORTING
Reporting shall be carried out in accordance with the provisions of the Project Financing Agreement Annex:
- annual reports (until 31 March each year),
- (up to 30 days after 30 months of project implementation),
- (up to 60 days from the date of completion of the project specified in the contract or in the annex to the contract).
