Findings of the Rector of the SGGW on the granting of student benefitsACT of 20 July 2018 The Law on Higher Education and Science (OJ 2018, item 1668, as amended) introduces, in the field of material assistance, among other things, the following changes in relation to existing regulations:
Article 93 (1) section 2. point 1
The benefits referred to in Art. 86 sec. 1 points 1-4 and art. 359 paragraph. 1. (i.e. social scholarship; scholarship for persons with disabilities; grants; the Rector’s scholarship and the Minister’s scholarship) are awarded in first-level studies, second-level studies, and uniform master’s studies, for no more than a period of 6 years;
‘The question of the period during which university students are entitled to material assistance and the Minister’s scholarship for significant achievements has been clarified. First of all, students of first-cycle studies, second-cycle studies, and uniform master’s studies are entitled to it, but not longer than for a period of 6 years. This means that the total period during which a person may receive study benefits, regardless of their type and duration, as well as the universities in which they are held, may not exceed 6 years. This period also runs when the person is on leave from classes but remains at the university. In the event of an interruption and resumption of studies, the counting of the indicated period is continued, not restarted. This will counteract the phenomenon of multiple recruits for the first year of first-level studies only for the purpose of obtaining material assistance benefits.
Subsequently, university material assistance and the Minister’s scholarship for significant achievements are not awarded to a student with a master’s degree, master’s degree in engineering or equivalent – regardless of the date when it was obtained and the program. The right to these benefits shall also be denied to a person holding a bachelor’s degree, an engineer, or an equivalent if s/he re-enrolls in first-cycle studies. These restrictions also apply to professional titles obtained abroad.” [Przewodnik po systemie szkolnictwa wyższego i nauki Warszawa 2019 Część I]
Article 88 section 4
The Rector or the scholarship or appeal committee shall refuse to award a social scholarship to a student whose monthly income per person in the family does not exceed the amount referred to in Article 8 section 1 point 2 of 12 March 2004 for social assistance (currently pln 528), if a/he does not attach to the application for a social scholarship a certificate from the social welfare center about the income and property situation of the family.
Attention should be paid to the content of a possible certificate from the social welfare centre (OPS, MOPS). The certificate is intended to relate to the income and property situation of the student and the student’s family. Thus, information from ops containing only a statement that the student/family is using or not using OPS is not sufficient.
Article 88 section 5
The Rector or the scholarship or appeal committee may award a social grant to the student in the case referred to in paragraph 4. if the reasons for not attaching the certificate from the social assistance center on the income and property situation of the student and the student’s family to the application for a social scholarship were justified, and the student documented the family’s sources of income.
The applications according to the template set out in the Regulations shall be:
- Printed
- Signed
- submitted to the Head of Doctoral Studies by 25 October (please do not submit applications directly to the Rector's Committee for Financial Aid for Doctoral Candidates),
- The Head of Doctoral Studies checks to see if the applications are complete and prepares a list of applications submitted separately for each type of scholarship.
- within 3 working days after submitting the applications, the Head of Studies shall submit a list of applications submitted and all applications to the Rector's Scholarship Committee for Financial Aid for Doctoral Students through through the Office of Science and National Projects - The Science Service Section.

‘“The issue of the period in which students are entitled to university financial aid and the Minister’s scholarship for significant achievements has been clarified. First of all, they are granted to first-cycle studies, second-cycle studies and long-cycle studies, but not longer than for a period of 6 years. This means that the total period in which a person may receive benefits under the studies – regardless of their type and duration, as well as the universities where they are held – may not exceed 6 years. The deadline also runs when the person is on leave from classes, but remains at university. In the event of an interruption and resumption of studies, the counting of the indicated period is continued, and not restarted. This will counteract the phenomenon of multiple enrollment in the first year of first-cycle studies only in order to obtain financial assistance benefits. In turn, university financial aid benefits and the Minister’s scholarship for significant achievements are not awarded to a student holding the professional title of magister, magister engineer, or equivalent – regardless of when it was obtained and in what field. The right to these benefits is also deprived of a person holding a bachelor’s, engineer, or equivalent professional title if he resumes first-cycle studies. The indicated restrictions also apply to professional titles obtained abroad. ” [Przewodnik po systemie szkolnictwa wyższego i nauki Warszawa 2019 Część I/A guide to the system of higher education and science, Warsaw 2019 Part I]
Art. 88 Sec. 4
The Rector or the scholarship committee or the appellate scholarship committee refuses to grant a social scholarship to a student whose monthly income per person in the family does not exceed the amount specified in art. 8 sec. 1 point 2 of the Act of March 12, 2004 on social assistance (currently PLN 528), if he does not attach to the application for a social scholarship a certificate from s/the social welfare center about the income and property situation of himself/herself and his/her family.
Attention should be paid to the content of a possible certificate from a social welfare center (OPS, MOPS). The certificate is to cover the income and financial situation of the student and the student’s family. Thus, information from OPS containing only a statement that the student/student’s family uses or does not use the assistance of OPS is not sufficient information.Art. 88 Sec. 5
The Rector or the scholarship or appeal committee may award a social grant to the student in the case referred to in paragraph 1. if the reasons for not attaching the certificate from the social assistance centre on the income and property situation of the student and the student’s family to the application for a social security scholarship were justified, and the student documented the sources of income of the family.
