ANNOUNCEMENT BY THE MINISTER OF SCIENCE AND HIGHER EDUCATION
Based on Article. Whereas Article 12 (1) of Regulation (EEC) No 2 1 paragraphs 1 and 2 and article. 13 sec. 1 and 2 of the Act of 30 April 2010. on the National Center for Research and Development (Journal of Laws of 2019, item 1770, as amended) The Minister of Science and Higher Education asks the scientific, socio-economic and financial circles to indicate candidates for members of the National Council Research and Development Center, hereinafter referred to as “the Council”.
From among the proposed candidates for the Council, there will be:
- six members appointed from among candidates nominated by the scientific community, holding at least a doctoral degree, actively conducting research or development work;
- seven members appointed from among professionally active candidates indicated by the socio-economic and financial circles.
A candidate for a Supervisory Board member may be a person who:
- enjoys full public rights;
- has not been convicted by a valid sentence for an intentional crime or a fiscal crime;
- has the knowledge and necessary professional experience in the field of scientific activity (scientific activity includes research, development work and artistic creation).
A person who performs the function of:
- rector or managerial function at the university;
- director of the scientific institute of the Polish Academy of Sciences;
- director of a research institute;
- director of an institute operating within the Łukasiewicz Research Network;
- the president or vice president of the Polish Academy of Sciences;
- the president or vice-president of the Polish Academy of Arts and Sciences;
- president and vice president of Centrum Łukasiewicz;
- chairman of the Council of Scientific Excellence;
- chairman of the Central Council of Science and Higher Education;
- chairman or vice-chairman of the Main Council of Research Institutes;
- chairman of the Polish Accreditation Committee.
Membership in the Council cannot be combined with membership in:
- Science Evaluation Committee;
- The Science Policy Committee;
- the bodies of the National Science Center;
- bodies of the Polish National Agency for Academic Exchange.
Tasks of the Council and the mode of work of the Council were specified in art. 15 of the Act of April 30, 2010. on the National Center for Research and Development (Journal of Laws of 2019, item 1770, as amended) and in § 4 – 7 of the Regulation of the Minister of Science and Higher Education of 9 September 2010 on the statute of the National Center for Research and Development (Journal of Laws of 2020, item 201).
In order to submit a candidate, the notifying entity sends by post or via ePUAP a form attached to the advertisement, which consists of:
- parts A and B – filled in by the reporting entity and signed by a person authorized to represent the reporting entity,
- part C – completed and signed by the candidate.
The form should be sent by September 30, 2020:

2) via ePUAP to the mailbox address of the Ministry of Science and Higher Education

– with the proviso that in both cases the date of receipt of the notification by the Ministry is decisive.
CAUTION: An application for a candidate for a member of the NCBR Council that does not meet the formal requirements, is incomplete, or was sent after the deadline specified in the announcement, is not subject to consideration.
In the case of sending documents in paper version:
- the application of a candidate by the submitting entity (parts A and B of the application) must be legibly signed by an appropriate person having appropriate authorization to represent him and sent in original;
- the candidate’s declaration (part C of the application) must be legibly signed by the candidate and sent in the original.
In the case of sending documents in an electronic version:
- the application of a candidate by the notifying entity (parts A and B of the application) must be signed with an electronic signature by a relevant person having appropriate authorization to represent it – application of a candidate without verifiable signatures under the application will be treated as not meeting the formal requirements;
- the candidate’s declaration (part C of the application) must be signed by the candidate with an electronic signature – the candidate’s declaration without verifiable signatures under the declaration will be treated as not meeting the formal requirements.
The Ministry of Science and Higher Education does not return the submitted documents – they will be destroyed in accordance with the processing date specified below.
The information obligation pursuant to Art. 13 Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016. on the protection of individuals with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46 / EC (General Data Protection Regulation) (GDPR).
The administrator of personal data of candidates for members of the Council of the National Center for Research and Development is the Minister of Science and Higher Education , with headquarters in Warsaw, ul. Providing personal data is voluntary, however, without providing the required personal data, it will not be possible to participate in the recruitment.
The legal basis for data processing is the provisions of Art. 13 sec. 1 and 2 of the Act of 30 April 2010. on the National Center for Research and Development (Journal of Laws of 2019, item 1770, as amended), hereinafter the “Act on NCBR” in connection with with art. 6 sec. 1 lit. c GDPR (processing is necessary to fulfill the legal obligation incumbent on the controller).
Candidates’ personal data will be processed only to ensure the efficient and proper course of recruitment for members of the NCBR Council.
In connection with the appointment procedure, the National Center for Research and Development will be the recipient of the contact details of persons appointed as members of the NCBR Council.
Personal data of candidates for the NCBR Council who have not passed the formal evaluation will be processed no longer than until the end of the recruitment, i.e. until the appointment of new members of the Council (November 30, 2020).
Personal data of candidates to the NCBR Council who have passed the formal verification will be processed for a period no longer than the term of office of the persons appointed in this recruitment, i.e. not longer than until November 29, 2024, due to the statutory possibility of supplementing the composition of the NCBR Council with a group of people referred to respectively in art. 12 sec. 1 point 1 and 2 of the NCBR Act, in the event of recall, resignation or death of a member of the NCBR Council.
Personal data of candidates who will be appointed to the NCBR Council in this call for proposals will be processed as long as the NCBR Council is functioning, in connection with Art. 13 sec. 3 of the NCBR Act, which stipulates that the same person may hold the position of a Supervisory Board member for no longer than two terms, and then for the time specified in the provisions of the Act of July 14, 1983. on the national archival resource and archives (Journal of Laws of 2020, item 164) and on internal acts in force at the Ministry of Science and Higher Education regarding the storage of files.
Information about the appointed members of the Council of the National Center for Research and Development will be published on the website of the Minister of Science and Higher Education.
Candidates have the right to access their data and the right to request their rectification. Candidates have the right to request the deletion of their personal data and to limit processing on the principles set out in art. 17 and 18 of the GDPR.
In addition, candidates have the right to lodge a complaint with the supervisory body, i.e. to the President of the Personal Data Protection Office if it is found that the processing of their personal data violates the provisions of the GDPR.
